Car import customs calculator 2026
This free tool estimates the customs cost of importing a car into Georgia, Azerbaijan or Armenia at 2026 rates. Pick the country, enter the engine size, the car's age, the fuel type and the customs value, and you'll see the duty, excise, VAT and any other charges line by line. The three countries work very differently: in Georgia a single 6-year threshold decides the excise, Azerbaijan charges duty in US dollars per cc, and Armenia applies the EAEU tariff — a percentage of value with a minimum in euros per cc. It's built for buyers around Marneuli, Rustavi and the wider region.
Rates: rs.ge, customs.gov.az / taxes.gov.az, EAEU Common Customs Tariff (Armenia) — reviewed 2026-10. Results are estimates.
How the calculation works
Georgia. Since 2 April 2026 the excise depends only on age and fuel: petrol and diesel pay 1.5 GEL per cc up to 6 years and 4.5 GEL per cc above; hybrids pay 40% of the base rate; right-hand-drive cars pay three times the base rate; a left-hand-drive EV pays nothing and a right-hand-drive EV a flat 3,000 GEL. Import duty is small: cc × 0.05 + cc × age × 0.0025 GEL. Add 18% VAT and a 150 GEL customs service fee. Azerbaijan. Duty does not follow the price: up to 1,500 cc it is 0.40 USD per cc new and 0.70 used; above 1,500 cc 0.70 new and 1.20 used (a car counts as used one year after production; dollars convert at the 1.70 AZN peg). Excise under Tax Code article 190 is 0.30 AZN per cc up to 2,000 cc, 600 AZN + 5 AZN per cc above 2,000 for 2,001–3,000 cc, and steeper bands for bigger engines. From 1 January 2026 the excise on cars older than 7 years is multiplied by 1.5 (petrol, hybrid) or 2 (diesel). VAT is 18% of value + duty + excise — the hybrid and EV VAT exemption ended in 2026. There is also a recycling (utilization) fee of 400 AZN for 4–7-year-old cars and 700 AZN above 7, plus a customs fee tiered by value. EVs pay no excise and 0% duty up to 3 years old, 15% of value after that. Armenia. Armenia is an EAEU member, so a car bought in Georgia is cleared under the Union's common tariff: 15% of value for a new car; 20% of value for a used car up to 7 years, but not less than 0.32–0.80 EUR per cc; a flat 1.4–3.2 EUR per cc above 7 years. On top come 20% VAT (value + duty) and an environmental tax of 2–20% of value on cars older than 5 years. You can change the euro rate in the calculator. All figures are estimates; customs sets the binding amount.
Worked example
The same car — 5 years old, 2,000 cc petrol — in each country. Georgia (value 10,000 GEL): duty 125 GEL, excise 3,000 GEL, VAT 2,362.5 GEL, service fee 150 GEL — about 5,637 GEL; at 7 years old the excise jumps to 9,000 GEL and the total to roughly 12,729 GEL. Azerbaijan (value 17,000 AZN): duty 2,000 × 1.20 USD × 1.70 = 4,080 AZN, excise 600 AZN, VAT 3,902.4 AZN, recycling fee 400 AZN, customs fee 120 AZN — about 9,102 AZN. Armenia (value 4,000,000 AMD, 1 EUR = 410 AMD): duty 20% = 800,000 AMD (above the 2,000 × 0.44 EUR = 360,800 AMD minimum), VAT 960,000 AMD, no environmental tax — about 1,760,000 AMD. The exact figure is set at the customs post.
Frequently asked questions
How much does it cost to import a car into Armenia?
For a car coming from Georgia or any other non-EAEU country, Armenia applies the EAEU common tariff: 15% of value for a new car, 20% of value for a used car up to 7 years (but not less than 0.32–0.80 EUR per cc, depending on engine size and fuel), and a flat 1.4–3.2 EUR per cc above 7 years. Add 20% VAT and, for cars older than 5 years, an environmental tax of 2% (up to 10 years), 10% (up to 15) or 20% (older). Cars from EAEU countries pay no duty. Cars usually cross at Sadakhlo–Bagratashen.
How is car customs duty calculated in Azerbaijan?
For petrol, diesel and hybrid cars the duty follows engine size, not price: 0.40 / 0.70 USD per cc up to 1,500 cc (new / used) and 0.70 / 1.20 USD above. A used 2,000 cc car therefore pays 2,400 USD, about 4,080 AZN. Excise, 18% VAT, the recycling fee and a customs fee come on top. Check the result in the State Customs Committee's official calculator.
How much did Azerbaijan raise excise on older cars?
From 1 January 2026 the calculated excise on passenger cars older than 7 years is multiplied by 1.5 for petrol (and hybrid) engines and by 2 for diesel, up from 1.2 and 1.5. On engines up to 2 litres the excise is small, but on a 3-litre diesel the difference runs into thousands of manat.
Is importing a car older than 6 years banned in Georgia?
No. A ban was debated in 2026 but never adopted — from 2 April the excise on cars over six years old tripled instead, from 1.5 to 4.5 GEL per cc for petrol. Importing is still legal, just considerably more expensive.
Is excise lower on a hybrid?
In Georgia, yes: hybrids pay 40% of the base rate — 0.6 GEL per cc up to 6 years and 1.8 above. Some sources apply this discount only up to 6 years, so treat the figure for older hybrids as approximate. Azerbaijan and Armenia tax hybrids like petrol cars by engine size.
How is excise calculated on a right-hand-drive car?
Georgia charges right-hand-drive cars three times the base rate: 4.5 GEL per cc for a petrol car up to 6 years old and 13.5 above; a right-hand-drive EV pays a flat 3,000 GEL. Set the Steering field to right-hand drive and the calculator applies it for you.
Do electric cars pay customs?
Georgia: no excise on a left-hand-drive EV (a right-hand-drive one pays 3,000 GEL), VAT still applies. Azerbaijan: no excise, 0% duty up to 3 years old and 15% of value after that, and 18% VAT from 2026. Armenia: 0% duty, no environmental tax, and in 2026 EVs made after 2023 are also VAT-exempt.
What's the duty on a passenger car in Georgia?
Georgia's import duty does not depend on what you paid: engine cc × 0.05 GEL plus engine cc × age × 0.0025 GEL. A 2,000 cc five-year-old car pays 125 GEL. It is often described as "0%" — it is small next to the excise, but it appears as its own line on the declaration.
What age of car is cheapest to import?
In Georgia everything turns on 6 years, after which the excise triples. In Azerbaijan costs rise once a car is a year old (used-car duty rate) and again past 7 years (higher excise and a 700 AZN recycling fee). In Armenia an environmental tax starts after 5 years, and after 7 years the duty is charged purely per cc — often more than 20% of value for a cheap older car.
Do I owe customs on a car I buy here in Marneuli?
Buying within Georgia is not an import — a car listed on Bazarla is already in the country. Customs applies when you bring a car into Georgia yourself, or take a car bought here to Azerbaijan or Armenia for permanent registration. Ask the seller whether the car has been cleared and registered in Georgia.
Which value do I enter?
The customs value: purchase price plus transport and insurance to the border. If it looks below market, customs may apply its own valuation. In Georgia and Azerbaijan duty and excise follow engine size, so the value mainly moves VAT; in Armenia the duty is 20% of value, so the value changes the total far more.
Is this the official calculator?
No. This is Bazarla's own planning tool. Official calculations come from Georgia's Revenue Service calculator (rs.ge), Azerbaijan's State Customs Committee e-customs calculator and Armenia's State Revenue Committee calculator (src.am). If figures differ, trust the official source.
How is the car's age counted?
Years from the model year to the current year; enter 0 for a current-year car, which is treated as new.
